It wasn’t.

Bob didn’t stay because he was loyal. He stayed because he couldn’t leave. His healthcare, pension, and social circle were all tied to the company. Quitting wasn’t an option, so he stayed.

That’s not loyalty. That’s a dog tied to a tree.
